While performing the surveillance over the health and welfare of the animals, the objective of FVS is to protect the consumers from the possibility that the animal diseases might be indirectly transferred to the food and after that to the human beings. In this field a very special role is played by the veterinarians – private practitioners, without them the eradication of the diseases would not be possible. It is really important that neither the farmers nor the veterinarians are afraid to report on the cases of the diseases, because nobody is punished for submitting such information, on the contrary there is the punishment stipulated in case the fact of the disease is neglected and farther spreading is permitted. Only if the owners of the animals are aware of their responsibility against the society about the products they have produced, we will be able to feel safe about the food we consume daily. We have to make sure the animals used as a source of milk or meat we consume are healthy, they have not been curd by using the prohibited medicine , they have not been exposed to the influence of antibiotics and other medication without reasonable grounds. Also the conditions of animal breeding and care have the influence over the quality of the products.
In order to make sure that FVS specialists and other competent institutions are ready to act in case the exacerbation of an animal disease appears, FVS organize the training which prepares the competent state institutions and officials to act in case of such exacerbation. By using the aforementioned methods FVS inspectors have been trained to eradicate the classical swine fever, avian influenza, mouth and nail disease.
The veterinary inspectors in all regions of Latvia control farms, animal stands, animal transporters and the means used for animal transportation, veterinary pharmacies, the production, sales and usage of animal feed and veterinary pharmaceutical products, as well perform the surveillance over the private practice of the veterinarians.
In case of necessity the operative working groups in the regions are ready to react to the signals on the eradication of epidemic disease or especially dangerous contagious disease. The veterinary inspectors put all their efforts in order to prevent the farther spreading of the disease. The identification of the animals has very important role, it gives the possibility to FVS inspectors to trace the animals in case of epidemic disease and to detect where these animals have been before; the aforementioned gives the possibility to analyze the risk, as well to plan and prevent farther spreading of the disease. FVS also develops the surveillance and monitoring programs over contagious animal diseases, coordinate the implementation of these programs, collect and analyze the results.
Since year 2005 FVS performs the oral vaccination of foxes and raccoon dogs against rabies in all territory of Latvia by using the aviation. In the result of this the number of registered cases of in 2007 was considerably lower than in 2006.
The veterinary surveillance means not only the control of compliance with the requirements of animal health and welfare of productive animals but also of other animals, for example, horses, domestic (room) animals and circus animals.
