In order to distribute natural mineral water, it is necessary to receive a permit, which, in evaluating the documents submitted by the operator, shall be issued by the Food and Veterinary Service.

Process description

  1. Service requests
    In order to receive a permit for a natural mineral water, which is acquired in Latvia, the operator must submit:

    1) an application for the receipt of a permit;
    2) a certificate of conformity issued by a certification body accredited in Latvia.

    In order to obtain an authorisation to distribute natural mineral water imported from third countries, the operator must submit:

    1) an application for the receipt of a permit;
    2) a statement from the competent authority of the State concerned regarding the conformity of the natural mineral water with the requirements of Directive 2009/54/EC of the European Parliament and of the Council of 18 June 2009 on the exploitation and marketing of natural mineral waters, as well as a statement regarding the regular State supervision provision in order to guarantee the provisions of Cabinet Regulation No 736 of 15 December 2015, Regulations on natural mineral water and spring compliance with the requirements referred to in Paragraphs 8, 9 and 10, or a certificate of conformity issued by the certification authority attesting that the natural mineral water conforms to the requirements of these Regulations;
    3) a certificate of conformity issued by a conformity assessment body accredited in accordance with the standard of the European standardisation organisation or the International Organisation for Standardisation, regarding the conformity of a natural mineral water producer with Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of food products and Regulation No 736 of the Cabinet of Ministers of 15 December 2015, Regulations No. water and spring water 'for the specified requirements.

    The State fee shall be paid before the submission of documents for obtaining a permit.

    The State fee for issuance of the permits – 142,29 euro; the State fee for the repeated issuance of an authorisation – 42,69 euro.

    An application may also be submitted by e-mail, signed with an e-signature.

    Documents may also be submitted using the institution's e-address.

  2. Service Processing
    The PVD shall examine the documents and take a decision on the issue of an authorisation or on the refusal to issue an authorisation.

    The PVD shall notify the European Commission within 30 days of the authorisation issued or the refusal to issue a permit for the distribution of natural mineral waters harvested in Latvia and third countries.
    Natural mineral water, which has been authorised to be distributed by the competent authority of one of the countries of the European Union or European Economic Area (natural mineral water is included in the list of recognised natural mineral waters published in the Official Journal of the European Union), is authorised to import and distribute freely into Latvia.
