In order to enable the breeder, supplier and user of experimental animals to ensure the holding and care of appropriate experimental animals, as well as to carry out pilot projects and to obtain an authorisation for the use of an animal in the procedure, this should mean the responsible person for the implementation of those activities. This person must have appropriate education and qualifications and be authorised by the Food and Veterinary Service.

Process description

  1. Request permission
    In order for the person responsible for the pilot project, who is also responsible for the monitoring of the trial, the persons involved in the trial and the animals of the testing, to obtain a permit, he or she shall submit to the Service:

    - an application in which the given name, surname, personal identity number, address of the place of residence, telephone number and e-mail address of the natural person shall be indicated;
    - a copy of the educational document on academic education in experimental areas (medicine, biology, pharmacology, veterinary medicine);
    - a copy of the document of the Federation of Animal Science Associations of the European Laboratory certifying the training course of the relevant module.

    an application may also be submitted by e-mail, signed with an e-signature.

    Documents may also be submitted using the institution's e-address.

    The amount of the national fee for issuing an authorisation to the person responsible for the pilot project shall be EUR 60.

  2. Evaluation of the application
    The Service shall take one of the following decisions within five working days of receipt and evaluation of the submission and the documents attached thereto:

    - to issue an authorisation to the responsible person;
    - refuse to grant an authorisation to the person responsible.

  3. Receipt of an authorisation
    The Service shall notify the responsible person in writing within three working days after the taking of the decision.

    If a decision has been taken to issue a permit to the responsible person, the Service shall issue a permit within three working days after the taking of the decision.

    The Service shall take a decision to cancel a permit if it is determined that the implementation of a pilot project does not conform to the issued pilot project permit for the use of the animal in the procedure. The Service shall then, within three working days, notify the person responsible and the users of the experimental animals, in writing of the decision regarding the revocation of the permit, of which the referred to responsible person is involved in the pilot projects.
